I just haven't played in about a year and thought it was weird that the vanilla game was having this issue. I'm not having any issues with modding the game. If you follow the Viva New Vegas guide through installing the baseline stability and performance mods, I would very strongly expect the game to function properly. I agree with the last part as well - it's probably a quirk with your system and configuration.

NVSE bypasses the launcher if you run the loader, but that's not necessary anymore with the latest 4gb patch - it autoloads xNVSE, letting you use the launcher as normal if you so choose.

FO3 got an update to disable GFWL, but NV never had it, so didn't get an update. Pretty much this - NV hasn't been updated in *years*. It is an old game, so running on W10 or 11 will probably cause different issues for each individual. Only NVSE disables the launcher that I know of.
